On April 10, 2009, the inaugural meeting of Wuxi Research Center for Prevention of Corruption was held in Wenhao Hall of Jiangnan University. The following leaders and cadres were present at the meeting: Xie Xiulan, deputy secretary of the Jiangsu Provincial Discipline Inspection Commission, director of the Supervision Department, Gu Xing, from Jiangsu Provincial Commission for Discipline Inspection, Jiang Jisheng, Secretary of Jiangsu Provincial Education Discipline Commission, Huang Jipeng, secretary of Wuxi Municipal Standing Committee and the Discipline Inspection Commission, Wei Daiyu, director of the National Bureau of Corruption Prevention, Jiang Xianping, deputy secretary of the Wuxi Municipal Commission for Discipline Inspection, director of the Wuxi Municipal Supervision Bureau, Zhang Daliang, secretary of the Party Committee of the Law School, and Zhou Xiaopu, deputy secretary of the Party Committee, and secretary of Committee for Discipline Inspection.

Wuxi Research Center for the Prevention of Corruption has been co-built between our Law School and Wuxi Municipal Commission for Discipline Inspection and Wuxi Municipal Supervision Bureau after full negotiation and demonstration. The center has been established with the purpose of fully promoting the implementation of the Opinions of the Wuxi Municipal Committee of the Communist Party of China on Implementing the Work Plan for Establishing a Sound system for Punishing and Preventing Corruption 2008-2012, exploring new ideas for preventing corruption, exploring new ways to prevent corruption, and building a new platform for preventing corruption, thereby forming a new mechanism for preventing corruption, establishing and improving a system of punishing and preventing corruption with Wuxi characteristics, and providing a strong guarantee for achieving the goal of “one good and three striving for innovation”. The main task of the Research Center is to conduct special research on solving the key, difficult and hot issues of the corruption prevention work of Wuxi; to participate in the research on the establishment and operation of the city-level low-cost early warning mechanism; to participate in the research and drafting of the city's policies and regulations and rules and regulations to prevent corruption; to participate in Wuxi research and assessment of the implementation of the 950 project for the punishment and prevention of corruption in Wuxi; to conduct business training and related business guidance for corruption prevention research work.

The Research Center is located in our school, administratively managed by our school, and supervised by the Wuxi Municipal Commission for Discipline Inspection and the Municipal Supervision Bureau in business. The Research Center conducts a dual director system, where Zhou Xiaopu, deputy secretary of the Party Committee and secretary of the Disciplinary Committee of the university and Jiang Xianping, deputy secretary of the Wuxi Municipal Commission for Discipline Inspection and the director of the Supervision Bureau both served as directors.

At the inaugural meeting, Xie Xiulan, deputy secretary of the Jiangsu Provincial Discipline Inspection Commission and director of the Supervision Department, unveiled the Research Center. Zhang Daliang, secretary of the party committee of Jiangnan University, read out the list of directors of the Research Center. Huang Jipeng, member of the Standing Committee of the Wuxi Municipal Committee, and Secretary of Committee for Discipline Inspection, and Zhang Daliang, secretary of the party committee of Jiangnan University issued letter of appointment for the directors of the Center. The two directors of the Center signed a cooperation agreement.

Zhang Daliang, secretary of the Party Committee of Jiangnan University, pointed out in his speech that the establishment of the Wuxi Research Center for Corruption Prevention is a new measure to improve our profession in corruption prevention and promote the development of corruption prevention. It marks the complementary advantages and cooperation and joint construction between Jiangnan University and Wuxi. Colleges and universities are the focus of anti-corruption work. We have always attached great importance to anti-corruption work. In addition, we have continuously strengthened the education and supervision of leaders and cadres, improved relevant systems, strengthened supervision and inspection of key parts and key links, and continuously improved regulatory level in accordance with the requirements of building a punishment and prevention system. We have strengthened the building of a clean and honest culture, preventing corruption from the source, creating a clean and welcoming environment, and providing a strong guarantee for the sustainable and healthy development of Jiangnan University. After the establishment of the Research Center, we will adhere to combining local services, discipline construction and the construction of a clean and honest culture, to provide support in the aspects of management, technology, and theoretical platform construction, and promote the orderly development of the Center. Huang Jipeng, member of the Standing Committee of Wuxi Municipal Committee and Secretary of the Discipline Inspection Commission, congratulates on the establishment of the Research Center on behalf of Wuxi City. We hope the Research Center will continue to adapt to the new situation of combating corruption and promoting clean government, actively explore and improve the new mechanism of punishment and prevention system, and provide theoretical and intellectual support for Wuxi's anti-corruption work.
